what does this option actually doing?

Is it mean that the optimize process of each run will not go above 100 times to get the best one?

It simple limits the overall number of optimizations or it determines whether to use genetic optimizations (max < total combinations) or brute-force (max > total combinations) method. The other way to decrease number of combinations is to set the manual optimization and increase the step for optimized parameters
