Need help with creating a rule for a difference in 2 SMAs

I want to create a rule that would have one SMA at least 30 pips above/below a different SMA for an EA.

Alternatively, create a histogram indicator that shows the difference in values between 2 SMAs.

A solution for either one would be really appreciated.

I should qualify my request.

I know this sounds like a MACD, but I want to use a 3(shift1) SMA and a 2(no shift) SMA as the moving averages.
