How can i express adx+ rise?

you ca use Shift parameter. Shift means how many bars ago the EA should check the indicator value.

So condition:
ADX(14, Close, DI+)[1] > ADX(14, Close, DI+)[2]

means that the value of ADX DI+ was bigger one bar ago than it was 2 bars ago, so the indicator is rising.
