Hello,
yes, 32 cores/64 threads should working properly. Maybe other user having some more experience with this type of CPUs
I know some users tested on more than 64 cores and all was running with full power on all cores.

Hello,
On Windows generally there is a limit of 64 processors per processor group. Unless application explicitly modify processor group you may be running with only 64 logical processors. In your case it should be just fine (verified on AWS cloud instance).
