I hear that you can’t decompile\reverse engineer mql5 files.

 

Is this in fact true?

From what I read MT5 EAs will be much harder to decompile. MetaQuotes put a lot of effort on this. Still I believe people always find a way

I read that too and yip if there is a will there is away I guess.

 

Will the new version of your tools be able to take a mt4 file (et4) in and convert it to mt5 file format (ex5)

no you will need to open the SQ project file and try to re-export in the appropriate file format
