move stop loss just before a news event

Hello, I to want allow my ea which trades daily chart to move the stop loss to 50 pips away at the time of major news announcement. The relevant rules are 11(2) and 11(3). The EA doesn’t seem to be doing it for me. What am I doing wrong?
