Reset licence

Hello!

I reinstalled my Windows an I wanted to reset the licence.
Although I made this a long time ago, I could not reset, because I got the error report, that too many attempts…. Strange.

Would it be possible to (let say) limit the tries of the resets / year?
Let say everybody would have the opportunity to reset his licence 10x in a year (and after that just the admins…)
