MQL programmer wanted

i want to make an EA, which will work like this – i will put it on the chart, it will plot a horizontal line lets say 100 pips away from the current price. I can move with the mouse this line and put it elsewhere to another price. If this level was reached – close all (open + pendings) and shut down automatic trading. Anyone is capable?
